Meet the Sandusky County Court Staff

Judge Cynthia Ann Welty has a diverse educational and professional background. She began her career in nursing, earning an LPN in 1982 and an RN in 1989. She later transitioned to law, obtaining a Bachelor's Degree in General Studies in 1999 and a Juris Doctor in 2001 from the University of Toledo. Her legal experience includes practicing law, teaching criminal justice, and serving as a magistrate and judge in various courts in Sandusky County, Ohio.

Currently, she is the elected judge for the Sandusky County Court and runs the HOPE Court, a specialized docket focused on addiction recovery. She resides in Clyde, Ohio, with her family and she enjoys reading and traveling.

Joshua D. Clark is a dedicated public servant currently serving as a Magistrate for the Sandusky County Courts. His career reflects a lifelong commitment to service — spanning military duty, emergency response, and the administration of justice.

Clark's path began with an enlistment in the United States Army in 2001, where he developed the discipline and sense of duty that would define his professional life. Following his military service, he continued to serve his community through Fire and EMS work, responding to emergencies and protecting lives on the front lines.

His dedication to public safety extended into the legal arena when he began serving as a prosecutor in 2018. From 2021 to 2024, Clark broadened his civic leadership as Safety Service Director for the City of Fostoria, overseeing the coordination of public safety services for the community. He returned to the courtroom, bringing with him a depth of experience in law, emergency services, and municipal governance.

Outside of his professional life, Joshua Clark is a devoted family man. He and his wife are the proud parents of two daughters.

With over 31 years of experience in court and legal office operations, Stacy Dickman is a seasoned professional who brings a wealth of knowledge and expertise to her role as Court Administrator at the Sandusky County Court. She is a Certified Court Executive through the Ohio Supreme Court, demonstrating her commitment to maintaining the highest standards of court management and efficiency. Stacy's role involves coordinating between judges, attorneys, and court staff; preparing and administering the court's budget; managing the court's facilities; providing public accessibility; and ensuring smooth daily operations. Her ability to streamline processes, solve complex problems, and maintain a high level of service has made her an invaluable asset to the court. Outside of her professional role, Stacy enjoys cruising, vintage car shows, attending ice hockey games, and discovering new restaurants with her family. Stacy and her husband Tim reside in Clyde and together they have two adult sons. Stacy is passionate about family, community involvement, and continuous growth, both personally and professionally.

Todd serves as a dedicated Bailiff at the Sandusky County Court, where he plays a vital role in maintaining courtroom order, ensuring the safety of all participants, and supporting the judicial process. With 29 years of experience in law enforcement and the legal system, Todd is known for professionalism, attention to detail, and a calm demeanor under pressure. In addition to maintaining courtroom decorum, Todd is responsible for assisting judges, escorting jurors and defendants, handling court documents, and enforcing procedural rules. He takes pride in upholding the integrity of the justice system and contributing to the smooth operation of court proceedings.

Alisa Metcalf serves as the Specialized Docket Court Coordinator for Sandusky County Court in Clyde, Ohio. She manages the operations of Hope Court, the court's Drug Court and OVI Court programs, working closely with judges, probation officers, treatment providers, attorneys, and community organizations to ensure participants receive the support and accountability necessary for successful rehabilitation and reintegration. Born and raised in Sandusky County, Alisa is deeply connected to her community. She is married and a proud mother of four children, actively involved in their activities and frequently volunteering whenever possible. Her commitment to family and community enriches her professional dedication to promoting restorative justice and evidence-based practices that reduce recidivism and improve outcomes for justice-involved individuals. Her responsibilities include coordinating docket schedules, facilitating team meetings, tracking participant progress, preparing compliance reports, and ensuring adherence to state standards and best practices.

Barth Downie has over 29 years of experience serving as a Probation Officer and more than 40 years in the criminal justice field. Barth brings extensive knowledge and dedication to his role. The majority of his career has been focused on supervising felony offenders, with an emphasis on promoting accountability while supporting successful reintegration into the community.

Mr. Downie is Crisis Intervention Team Certified (CIT) and has completed extensive training in working with individuals affected by mental health and substance use disorders. His approach emphasizes clear communication, consistency, and collaboration with other courts and community resources to ensure compliance with court-ordered conditions while addressing underlying risk factors.

Mr. Downie remains committed to enhancing public safety while fostering positive outcomes for the individuals under his supervision.

Courtney Kuhn serves as a Probation Officer for the Sandusky County County Court and the HOPE Court Specialized Docket. With 11 years of legal experience, Courtney worked as a Certified Accredited Legal Professional in a law office before starting her career with the court system in 2023 as the HOPE Court Coordinator. Courtney works closely with the staff of the Specialized Docket as well as treatment providers and facilities to help her probationers obtain the help and resources needed for them to live a substance free life and reduce the chance of recidivism. Outside of work, Courtney enjoys traveling with her husband, especially somewhere warm, spending time with her family and friends, golfing, and watching football and basketball. The Ohio State Buckeyes, Cleveland Browns, Cleveland Cavaliers, and Dallas Cowboys are who you will see her rooting for! Courtney has two dogs and two cats whom she loves to spoil.
